Job Market Paper:

My job market paper studies how early-career assignments and geographic rotations shape leadership production in elite civil services. Using universe administrative data and an original survey of senior bureaucrats, I show how institutional design affects exposure, skill accumulation, and selection into leadership roles. The findings highlight how personnel policies governing early-career assignments can have long-run consequences for leadership capacity and organizational performance in public institutions.
